The process will be easiest if you know how to edit web pages, using an HTML composing program like Dreamweaver or Front Page. But you can use a word processor like Microsoft Word or Apple iWork Pages.
I can send you a template to work from, or you design your own.
You collect images in JPEG or PNG format. (You can convert other types to JPEG or PNG using an image editor.) I can email you images.
You resize the images to approximately 640 x 480. Need not be exact - the point is to avoid having huge pictures. You can resize them using an image editor like Fireworks, Photoshop Elements, iPhoto, Microsoft Windows Photo Browser, and so on.
Using your HTML editor, you drop the images into your template and write the captions.
You save the gallery page to your computer's local hard drive. I suggest you also make a backup onto a jump drive.
You test your page by opening the copy on your local hard drive in your own web browser.
When it's ready to publish, you email the HTML file and the photos to me. If for some reason some of the photos don't come through, or I have a problem with them, I'll get back to you.
When you send the page to me, include a statement certifying that you have permission to use all the photos.
